The Prioritize, Target, and Measure Application (PTMApp) is the vision of a Public-Private Partnership led by the International Water Institute that includes the Red River Watershed Management Board, the MN Board of Soil and Water Resources and Houston Engineering Inc.
Starting in 2012, the International Water Institute (IWI) and the Red River Watershed Management Board began working with Houston Engineering Inc. to develop enhanced water quality data products using LiDAR data and innovative terrain analysis methods to prioritize field scale locations for conservation and best management practices. These enhanced water quality products were key components to a conceptual comprehensive decision support application for local water resource staff to target implementation efforts to improve water quality. In 2013, the MN Board of Soil and Water Resources (BWSR) acknowledged the potential for this work with a grant to develop a decision support application to support the concept of watershed-based prioritized, targeted, and measurable planning and implementation. PTMApp is now being supported by the Board of Water and Soil Resources.
